Why can you buy the "ingredients" for a high-end items?

Wouldn't it be more strategic if that wasn't possible? Say you want a Bloodthirster, you better save up that 3000g.

I feel like this would take the game in a more strategic direction.

If good things come to those who wait - arn't they just the leftovers of those who got there first?
There is not good or bad, just perspective and opinion.

And it would become more skill-based. Missed a few cs? Too bad, your opponent will now have item x a wave or two sooner than you. Do you make up for it by buying a weaker items and some pots? Maybe.

Because we can and it's free.
They copied it from WC3 and Dota, to a lesser extent.

Least some money isn't lost upon death. That was one feature I didn't enjoy too much with DotA. That and denial. Felt more like a game of last-hitting and backstabbing your AI allies.

So pretty much you have the exact same effect now, but with items like zeal or vamp-scepter... actually I think it may involve more strategy.

Do I leave a lane I am winning to go get those items, missing potential cs? And will the tables turn if I stay and my opponent comes back with a few dorans blades or pots/boots? Basically you have the exact same situation, but potentially many more times during the course of a game, rather than maybe once or twice.

And since riot nerfed cs in the lane for more passive gold(hate this, I think it marginalizes skill to a certain degree) they would become absolute stalemates with no ganks, and hyper carries only in the jungle, and who wants that?
