Question about Pantheon and Miss Fortune's Q's

can they crit? I know pantheon's can with the passive from his heartseeker strike but can it crit outside of that? like if he has some crit chance from an item

No, they are abilities and abilities can never crit unless it's explicitly mentioned or with certain conditions.

Fixed a rare issue where certain spells (ex: Ezrealís Mystic Shot) could land an unintentional critical hit

SotD was screwing few skill that auto proc Spellblade

so like with MF's Q, how it says it applies on hit effects, critting isnt an on hit effect right? On hit effect is only something like Frozen Mallets slow effect or lifesteal?

thats pretty much spot on

in the case of MF, it would apply stuff like red buff, frozen mallet slow, lifesteal, tiamats AoE, her W passive, etc etc.

Crit is not technically an on-hit effect, indeed. In fact, even in cases such as Nasus' Q (or other auto-attack modifiers), usually you don't crit the ability - you instead crit on the auto-attack segment of the damage, and then have the ability's damage added onto that. The exception is Gangplank's Q, which, as stated, can have the ENTIRE ability crit including the base damage (although Sheen procs will still not be added on at the end, after the crit).
