They have no bounty attached to them if that's what you're asking.
If you're asking if they kill CS do you get the gold for it then the answer is yes.

May I ask what to build late game?

No that's a bad idea.
Go like this
are you winning lane? Buy Abyssal.
Are you losing lane for some unknown reason? Buy a Frozen Heart against AD, Abyssal against AP.
Congratulations the game is now over.

You get Sorc and Haunting Guise and then build tanky AP like Abyssal, Rylai's, Frozen Heart and Liandry/Zhonyas

Use her only to counterpick KhaZix solo lane.

I just got out of a game where I thought I had Elise isolated and ready to die. Then, the spiderlings ruined everything.
