Riot nerfs champion X.
Champion X becomes weak.
Champion Y is now relatively stronger.
Play champion Y instead of champion X.
Rinse and repeat.

In a general sense, I would agree.

But the issue is that not everybody would have Y champion that can do the job.

Also, champion Y might not have the play-style that fits that person.

Due to the number of champs in this game, I pick my characters based on aesthetic appeal and playstyle. This actually locks me out of a lot of champs, like Trundle, Urgot, Yorick, Kog'maw, etc. Not to mention I simply don't own champion Y, and I'd expect him to get nerfed next anyway.
