When do people start getting better? I'm playing against noobs..

I'm level 13 right now. I'm on a 6 game winning streak, won 8 of my last 10 games. And I carried my team a couple/few of those rounds.
So when do I start playing against really good people(like you guys)? Around level 20? Or will I have to wait till 30?
And I mean consistently run across good people. Not the occasion game here and there I find a team that gives me trouble.

Everyone on your team and the opposing team has a chance of being a "noob"...

Don't take normals so seriously. This is supposed to be a fun game. Only take this game for real if you're doing Ranked 5s.
