Eh I'm not sure. I would make it flashable but make it so that the CD refreshes (otherwise it feels lame, even if flash has a bigger CD).

The reason you don't see Skarner anymore is this very change.

Prior to this he was banned/picked pretty regularly.

Even after then change I've still hooked people who jumped out of the ult's range. I don't know if it's a bug, or maybe there's a little leeway but I've hardly noticed the change. Ezreal and Kassadin are the only ones I've definitely noticed the change on.
