Either to shift their role a little bit or make them a little bit more viable, or to fix a lackluster spell.

For example sivir

Make her bouncing blade able to hit the same target again ala brand ult or fiddle crow.

Draven-

Dravens ult picks up speed and damage the further away from draven it is.

sion needs to be the guy you cant let into the middle of your team
q is fine maybe give it a low ad scale
w make his w his ult *passive life steal for everyone around him this includes creeps to deter it from being leveled in lane*
e ether make this a cleave *like 20% of his ad or w/e* or a chance to do double damage
r he comes back to life when he dies *high cd to moderate cd*
passive can be gaining life when he kills
