Start depending on how fast you think you can win the lane: Cloth 5 pot, boots 3 pot, 2 ward (estimate amount of pots you think you will be needing to conserve funds)

Early game goals
Transitioning into boots(If you haven't done so already)
Brutalizer if winning
Vamp Scepter
Wards
(The VERY rare Doran's sword)

Mid game goals
BT

End game goals
LW
BC

The rest is situational.
Over 80%+ win rate with Riven in ranked.
