Why don't i see more Runic Bulwarks on non-supports?

I sometimes get it if I'm ahead as a tanky support. Most of the time though I can barely afford an Aegis in time for skirmishes/team fights.

This. As support, I almost never have aegis ready for the teamfight phase unless my lane got really fed.
