Most tanky AP don't really rely on Hourglass, and building on mid laners isn't really positive against other AP mids.

Hourglass is a great item, but you might have a point. It's not really useful on everyone.

There's about a 1k gold gap between the time that AP carries would get seeker's before the AD caster gets black cleaver.

I was kinda hoping it built into Woogle's (Dominion) but sadly, it's just a lone item there.

Armour doesn't counter AD Casters anymore.

It counters the Brutalizer but not the Cleaver (so much at least). It helps a lot to shave off the AD caster's early advantage, but Black Cleaver will still dominate once it is complete.

C, but there aren't many AP/Armor items that work with the passive unless we make large changes.

It's too bad Seeker's was such a late entry. They probably could have come up with a lot of stuff.
