Being resourceless is what makes Garen so bloody annoying in lane.

No it's not. His passive and innate tankiness on top of an annoying silence. And DAT JUSTICE if you're low on health.

I'm so tired of Katarina its not even funny. Most people dont know how to throw CC and thats why on normal she is broken. I can't remember the last time she hadnt triple killed in a match. Each time my brother plays normal and I hear "Enemy Triiiiiple Kiiillll" I ask him was it Katarina? 60% of the time the answer is "Yes -,-" Just dont know when people will learn CC. People pick her like they used to with Kassadin.

A lot of picks would wreck him if he had mana. He's really not that difficult to deal with if you are not brainless.

I say this in every Garen topic: use an armor heavy setup and you will win trades against him. Your natural sustain sucks? Buy a crapton of potions and maybe 1-2 Reju Beads.

He can't do anything to you if you go to lane with 60+ armor. The only problem is when you run out of mana.
