I'd say Amumu/Malphite

both have terrific initiation

Taric is super easy to play, so I'd put him as best tank. Amumu and Malphite are also easy and Alistar is only good if you know how to play him (which takes a lot of practice).

Against scrubs? Um, Any tank lol I would say my favorite tank to play is Shen though. Hecarim is also pretty beastly. I love playing him and building tank, people just run as i'm running at them.
