Because he is difficult to manage Energy with, and Kha'Zix and Talon exists for easier assassinating.
But that's not to say he is bad, he holds his own in his roles extremely well. Managed well, meaning you're not eating through Energy like chocolate chip cookies, he has much stronger positioning than the other two without sacrificing damage. Otherwise, you find yourself starving for Energy frequently and unable to grasp why this champion was ever released.

As said above he has energy problems but if you can get around that barrier then well, say bye to the enemies mid or ad in a team fight, near instantly. |

He's hard to use correctly in a team fight due to the energy problems, but once you get the hang of him (honestly, no hero in league is honestly difficult to play) and get past his rather bad early game depending on the mid you fight, you can tear stuff up. |
