what do you when you're trying to last hit but the person you're laning against

You manage your creep wave to keep it from reaching under your turret (just before). If the other guy isn't last hitting, he's going to be outfarmed and there'll be a point when the balance becomes uneven as you get better items faster than him and he won't be able to fight back.

Depends on the match up. Sometimes it good to let them push, sometimes it's not (like letting TF, eve, kat, and kha roam all freaking day!)

As said before, if you can farm profficiently under tower, do so. For melee units, you need to let the tower hit it twice, then you hit it once. For Mage units, have your support attack it once, then a tower hit, then you finish it for the CS (Unless you've got enough AD to kill it after one turret shot, which is unlikely if you haven't backed and picked up AD already.)

If you aren't skill enough to do this, simply unload on the minions and push your wave back out; HOWEVER, do so when you DON'T have a minion wave close by, this should cause your next minion wave to be just outside of turret range, letting you freefarm.

In the even that they don't CS at all, and ignore minions completely, you'll end up the one to push the lane up, in which case your best bet is either

A) push them to their turret, harrass them, try to make them B, while making sure you're well warded to prevent ganks (If you're this far pushed, a ward in front of the exit to blue, as well as one in the Tri Bush will suffice. Make sure your support camps the bush to avoid a lane gank)

or

B) Push them up hard and go back, constantly buying items that will allow you to win out in any trades

or

C) Push it up, and start roaming (not suggested if you're bot lane, CS is king there unless you're playing in a kill lane comp)

Just make sure you are attacking the full health minions, and constantly switching targets, until something is ready for the last hit. That way you reduce the chance that a minion will steal the last hit from you.

this. it's called freezing the lane, and its when you keep minion waves just outside of your own turret range. it's the best situation to be in easily, so get practice doing it while you can. once you get into higher levels people won't let this situation happen often.
