One of my friends showed me a better program, Dolby Axon. Free, easy, and unlike skype, does not decrease all non-call sound volumes.

type sound into the start bar, go to sound card setting, last tab, theres 4 options, 3 reduce volume upon communication program running, 4th makes it so their is no changes,.

There are two ways

1) you can open the volume control on your pc, then click the mixer. It should display the sound levels of all of your applications. The thing with windows is, by default, answering a call will lower the sound on all your other applications so you can hear the call better. I too hate this.

2) this will fix the root of the problem. If you want to stop this feature all together, right click on your sound icon, the little speaker, and then click playback devices. hit the communications tab and click do nothing. You will now never have this problem again.
