You don't need the full 40% CDR to have max uptime on E. With a 16s cooldown, and the effect lasting 10 seconds, you only need 35%.

I gotta say this is a hard decision. When I saw this topic I started going Sorc boots in lane and it feels better than going Zerkers, but this is only because I run a 15% atkspd rune page for her. Otherwise, I'd feel like she autoattacks too slow to get enough damage in during Q -> E harass. You should be able to get at least 4 attacks in if you Q the opponent and W should help you with that.

Nashor's + Rageblade is plenty of atkspd for AP Kayle's dps. Getting Sorc boots still doesn't stop me from rushing Haunting Guise/Liandry's because added health early game is still OP.
