Runes are not Pay to Win. If you start saving at lv 17-18 you can easily fill out as much as you can of your two rune pages at lv 20, then as you level up just keep padding them out

nothing to do with 'pay-to-win'

huge early game differences, later on they are negligible differences

however early game generally dictates who leads later, so I guess in that aspect they are influential throughout the whole game.
