do not =(
sorry i couldnt give you a mathy answer, but if this topic is more about whether or not to buy the item versus simple curiosity about the gold efficiency, then you have my answer.

Problem is another self counter productive item like ohmwrecker.

ohm(old): By the time you would dive, you can probably tank the turret already with the armor/hp on it, might as well spend money on other non cliche item
atma: By the time you get all the hp item to even out or reach the 'magic' number, it doesn't provide enough AD, waste of a slot as you might as well buy a real weapon.

Basically you wouldn't get it early, but getting it late it doesn't do enough.

Gold Efficiency

Atma's Impaler is gold efficient if the champion has at least 1083 health.
Most champions have between 1800-2200 base health at lvl 18.

Well according to the Wiki " Atma's Impaler is gold efficient if the champion has at least 1083 health. "

It's not terrible though I think, it builds out of decent stuff like 'rice blade. Still niche.

45 AD at 3000 HP.

I'd consider that to be more or less the amount of HP that makes it worthwhile.

about 1k HP.

It is one of the most cost effecient items in the game.

In fact, I'm kinda wondering why ADC's don't go Atma's -> Vamp scepter. It costs less than BT, gives less AD but does give critchance, and it gives AR.

What do you do when faced with two choices? Simply toss a coin. It works because in that brief time that the coin is in the air you know what you're hoping for.

It's good on a more damage oriented Garen build ie one that has an IE. Most cases people are generally better off going with something like randuins or funfire.

Atma's Impaler is gold efficient if the champion has at least 1083 health.
Most champions have between 1800-2200 base health at lvl 18.

At 3000 health, the unique passive grants the same amount of attack damage as a B. F. Sword

Atma's Impaler is one of the most cost-effective items in game, surpassing Pickaxe on any lvl 18 AD champion (without HP items).

retrieved from the item's lolwiki page.
it isn't slot efficient at all, though.
