They don't. Since the slow from IBG is in the Spellblade passive, I doubt you can even get the AoE splash from IBG and the single target damage from Lich Bane.

I meant this for a last defensive item.

Suppose you get

Mag Pen boots
Morellonomicon
Deathcap
Lich Bane
Mag Pen Tome

The last item as ICB will make your CDR 34% when added with Morellonomicon and mastery. Plus 60 Armor for defense. 40 AP for all your spells (Lich Bane proc helped too).

Why not get a frozen heart...?

You can easily get a Zhonya's for a last defensive item... or get a Deathfires Grasp for a final offensive/CD item. the IBG is better for an AD Ezreal's Defensive item.
