I don't really agree with maxing q first at all. Leveling q will not lower the cooldown, so I find it more useful to have my stun up more often. Also when using q you usually use it to either get to someone as a gap closer combined with e to trade or you use it as a escape/disengage, wasting the level ups.
Sure you will probably do more damage with a leveled up q, but I can say in many situations a faster stun cd has saved my skin in many situations early on.

Q lets you exchange a lot harder. W lets you exchange a bit more often.
Honestly I think Q>W a great majority of the time. The thing is, if you whooped them with a complete Q/AA combo, you've probably won the trade so hard that you'll zone them out.

More often than not, it will be Q first.
But there are definitely some circumstances where W is better.
Rarely E. Very rarely.

Your W's stun duration doesn't increase with level, so Q is much better for the damage. That said, if you're laning against heavy harass and/or skillshots, you might want to max E instead. --- Evelynn is my waifu. Help... Me...
