As for CDR on Sej -- There is absolutely nothing wrong with it. I have found more success with Ionian's than otherwise, personally (unless I build something like Visage). It sheds 20 secs off your ult aside from anything else, which keeps your ganks/engages at a good flow.
Also, Locket is a great item. It's 50 health less and 10 armor less than Sunfire for 650 less gold, while giving a shield. And CDR. After theory crafting -- it's just plain efficient. I don't see how Sunfire is a 'tankier' option that I've seen said somewhere in this topic.
So Kindlegem is also fine. Spirit Visage is great too. CDR is extremely powerful if it means you can use your entire combo twice when you'll otherwise be only be able to use it once. That sweetspot is often hit at around 30% CDR for Sej. A number you'll want to reach before lategame at the very least. Having your dash on a 7-8 second cooldown is extremely beneficial.
