Could be interesting if terrain was 3D, though, as it could completely change how ranged combat works. Plus in melee combat, being on higher ground than your opponent could give you a stat advantage. Oh, and things like vision could be affected by height, and knockbacks could work in arcs, thus lengthening or shortening them based on the slope of the ground.

I think they will do this in League of Legends 2.

Jumps are different from teleport. Draven can axe you during the travel time of a jump.

Not really. The bounces are entirely dependent on the distance you originally throw it. It's fake-3D, like Total Annihilation.
