Surprised no one mentioned Xin Zhao and Blitzcrank don't see high elo play often because they're banned in a lot of games. Xin Zhao is in the top 6, and Blitz has been in the top 10 bans for a while now.
They're also about the same spots on popularity (i.e. how often they're picked).
So, no, some champs on that list are actually good.
Darius is even seen once in a while in high level play; He just has so many counters that it's a situational pick. At low elo, people don't know how to kite or counter pick, which is why he's seen as OP. Learn his range, and the only way he'll ever hit you is if someone in their team hits you with CC, or he wastes a flash (and you should have yours saved just for that). --- I feel a draft on my butt...
