Vi and Shaco have regular spells that allow them to jump over walls. Hecarim's ult allows him to jump over walls and it still has a much lower cooldown than Flash.

Kha doesn't need flash due to his flash like jump.
Leblanc, singed? (run run run), hecarim (ghost is better) etc.
Autually amumu may not need flash if your escaping by bandaging jungle creeps.
