Hurricane bolt's now apply statick shiv effectively so that at 100 charges statick shiv proc's happen hitting 12 targets, but each set of 4 can hit the same targets.

effectively this would make statick shiv proc three times every 4 auto attacks.

CC now stacks directly instead of multiplying

(meaning that a 50% slow + a 50% slow is now technically a root)

All summoner spells are available during a game instead of picking just 2.

This also proc's Iceborn Gauntlet.
