Situational but I think most of the time people will advocate you get the Frozen Heart because it helps more against assassinations and helps you be that true terror for the ad carry/Jax/whoever relies on attack speed

Frozen heart allows you to max CDR without blue buff or elixir, assuming 9/0/21 masteries.

only early game then you laugh at them

use ms quints, you can also use exhaust over ignite if you want. combo + rune prison, exhaust and continue to combo, combo + rune prison

the exhaust buys you time to get W back up through your passive

Seraph's and Frozen Heart if you need to be more tanky or if they're focusing you or have at least two ADs that rely on auto attacking
