In terms of: farming, ganking, invading, carrying games

Kayle is a passable jungler at best, she's not very good.
Elise is a monster jungler in terms of clear speed and Ganks, come later she will be assassinating the carry and dying in teamfights.

Between those two, Elise. But like above posted said, Diana is great.

Elise in every way.

Kayle can jungle, but she's better in lane where she can bully hard and get fed.

Kayle's an exceptional jungler with blue or red, and a reasonable one without.

Kayle jungle wastes too much gold on getting machette and higher tier items off of it. You could still get her core items but why not just go top or mid and farm like crazy.

Elise jungle gets played in platinum/pro games all the time and she wrecks pretty hard.

I have played 25 games with jungle Kayle achieving ~90% win rate and Ive never built anything besides mandred's from machete, so I dont know if you have to get those items.

But Im looking at Elise and she seems to be exceptional at one thing I love to do as jungler the most: early and continuous ganking. So she might be worth learning because as I rise in elo, Kayle gets banned more and more.
