I take boots and pots, try and get a Philo on first back (for the sustain and extra gold) then I go into the tanky items, Usually Phage then BC then finish of Frozen Hammer and move on to situational stuff like Randuins (that's the shield, right?} or Warmogs, but my team still gets trounced, no matter what :( How can I carry harder as Jarvan?
I try to use Ult to trap an enemy under our turret
I use E Q while trying to hit as many enemies as possible W is mostly used for escapes (which rarely work because I'm being chased by Jax/Akali) :(
I have Armor and M. Res runes AD Reds, I have AD quints from another build, but I have enough to buy two more of almost any quint if I need it.

Start with pots and wards. You're going top right? 9pots 2 wards works.
U have options here. Depending on your match up. If you want pure damage, go for dorans--> brutalizer into BC and locket.
If you want tankiness, the best item you can buy is Sunfire, but it may not be easy to rush it at times. A safe item to rush is locket==>sunfire.
TLDR
Damage = BC and Locket
If losing lane go locket first
Tanky = Sunfire into locket
If losing lane go locket first.
