I agree with Rumble. If the mech is so integral that it can't be taken away, then this means that the weakest champion is either WITH that integral part, or WITHOUT it. With would most likely be Miss Fortune, in that case. Without? Annie's magic powers are integral to her, so taking them away would make her tied with Zilean for the weakest.

My vote goes to Graves. Dude's just a chubby con-man with a shotgun: a weapon that is infamous for not needing very good accuracy to be effective with. At least other carrys like Caitlyn and Ashe have shown to be very good shots. Corki is supposed to be an amazing pilot in his lore, so him using a vehicle is excusable. Sivir and Draven use throwing weapons, which require a fair bit of strength and finesse to use as effectively as they do. Varus has powers, so he's easily the strongest of them just by his lore.

Most people don't know what the hell they're talking about when it comes to gun specifics either. Pellet spread tends to be relatively small in real life, unless you've specifically set the choke otherwise (or removed it).
