Well at least Flamespitter is still strong as ever. There is absolutely no way you can force enemies to stay in Equalizer for the full 5 seconds unless you somehow manage to double harpoon before using ult. --- Not happy with committing just murder, he had to go and dirty the courthouse, too!? Kinda pissed at the Brand change. Why are they changing him? He's fine.
It's not too big a deal because in duels you could only really rely on the initial hit. Bounces were a bonus. But like... Ugh.
I hate that it is a straight damage nerf. At level 6 an AP carry will have around 800ish health meaning combined with the rest of the ult the % health won't make up for the reduction in base stats. It'll do about 100 whereas before the base was 150 at level 6.
Also 150 base damage at rank 16 is god awful, despite the % health doing more at this level.
They also took away a bounce.
Overall this looks like an unnecessary change that ends in just a lateral move for Brand making this pointless as a whole.
Rest of the notes are fine though I would have left Rumble ult the same and instead increased the cooldown to 1:40, 1:30, 1:20. --- ~GameFAQs LoL Board President~ http://i.imgur.com/6rO0g.png
