Build Phage/Bilgewater. They're not kiting you for long.

And now you scroll up where you I said he sucks until he get sustain or phage.

And even then, it's not GG after he gets that. If he can't kill you if you run or get you low while u try to kite, he can't do much after that.

I don't think you know how his dodge mechanic works.
