check the ping graph.

As you can see the average ping at each division bracket gets lower which means people with lower ping have a not insigificant advantage compared to people playing with higher ping.

Of course if you have 24 ms ping that doesn't mean you're going to be in challenger tier - skill and knowledge are still important...

What it does mean is that the ping is like a handicap.
Let's say oyu have an instant reaction time.
Reaction time in LoL = human reaction time + ping
So if there is another player with the same reaction time as you but 100 lower ping, they will win in reaction time.

Also applies to casting spells.
If there is someone running and you have 150 ping, you will have to cast your spell at whichever location they are going to be at 150ms after, whereas the guy with zero ping can cast at the location they are currently at.

I never go above 75 ping and I have an $80 mouse. Of course I dodge skillshots LIKE A BOSS haha. Having a killer connection is key to do well in any online game whether its CoD, WoW, or LoL.

I live in NZ so if I ever see my ping lower than 150 I'll be happy. It doesn't happen much though, my country has low end internet and no one cares.

That part about the leavers?

That's one of the reasons I can never leave Bronze. They're never on the other side, and no matter how good you are, you simply CANNOT win a 4v5 unless the entire enemy team is completely ******ed.
