Been watching a lot of the new LCS games and maybe I've missed the matches but I haven't seen any top teams play him in EU or NA/

He needs a lot of farm to be a threat. He is also a terrible 1 vs 2 champ. With the current meta being aggressive tower pushing, Jax got left out because he has no sustain and needs a lot of farm to be effective.

His jungle is much better in S3 than in S2, especially since carry junglers are so popular and he can enter godmode with just 2 items (BotRK+Spirit Visage).

Also he is one of few junglers who can start with Doran's Blade very comfortably and thus, he can destroy opposing jungler in a fight and his early ganks are a bit more destructive.

Jax may not pop up every game but he's not exactly uncommon either.

He's been in plenty of tournaments as of late, although he does suck 1 v 2 and is getting less popular.
