You need a huge amount of HP before % does anything, health per level is generally recommended on since it takes until level 6 to pay off compared to flat hp, so it's personal preference really.

The math on %health means you have to have a pretty absurd amount of health in order for those runes to beat out health per level runes.
.5% health seals means you get more health than flat at 1070, more than scaling (18) at 3888.
