Any real gameplay reason why most champions start off locked

I know riot has to make money but is there any actual balance/gameplay reason to back that up?

No, it's purely a way for riot to actually make money off their free to play game in a way that does not turn it into "pay to win"

"counters" are not hard enough in LoL for having all champions unlocked to be necessary

It does serve a gameplay purpose- you learn the league 1 week at a time, 10 champions at a time. It allows one to learn gradually instead of being stuck with 100+ champions with 500+ abilities to memorize all at once. IMO you should unlock all champions at lv 30 for ranked, but before that being limited is actually good.

Like others have said, besides making money it serves as a way for new players to ease into the massive amount of information there is. I know that I myself would definitely felt overwhelmed if I see 100+ champions that I can choose from/learn if I were to be given access to them immediately.

The 10 free champs a week thing definitely helped me associate different champs.
