Why do people say Maokai's sapling has the highest base...

Garen's spin and Rumble's Q have a higher base damage too.

And before anyone says "b-but they're multi hit", so is Maokai's E.

Maokais E is two hits. Compare that to other moves that hit twice. Yes it has the highest base damage. Two hits of rumbles Q? Not as much. Two hits of garens spin? Not as much.

It's also typically easier to keep someone locked down for the entirety of Maokai's sapling than for most of the others.
