The potion nerf seems unnecessary

No. It's completely justified. It's stupid as hell that you have to 100->0 someone in lane which makes the game more about getting one combo off once (essentially getting lucky most of the time) or farming it out passively without jungler assistance.

Lanes are more fun when the lanes fight each other.

Starting with 7+ health pots does nothing but make it a farm fest as neither persons harass does anything. Getting rid of this potion stacking will return some life to lanes.

they say that they dont want to have passive play, if they changed the way healing champs works then why wouldnt they see stacking potions early as a violation of the game's intent?

There was little reason for anyone other than Support and Jungle to use anything other than Red/Pots.

The point is, it keeps weak early laners from actually being decent early game bc you cant harass them out of lane. Thats the whole reason they were designed to be weak early... So they dont snowball too fast (which was definitely happening).
