Do the slow effects from Iceborn Gauntlet and Rylai's Crystal Scepter stack?

Yes, but it's not a good investment to buy both. The slow stacking isn't worth it. Your money could be better spent on other items.

If I remember correctly:

(strongest slow) + ((multiplicative weaker slows) * (diminish multiplier))

Basically the strongest slow plus all other slows reduced to a very insignificant amount. Not worth it. Just consider any extra slow as a bonus that is not worth investing on.

Slow effects derived from items' passives do NOT stack, even when coming from different champions. Only the strongest item slow is applied at any moment. The exception to this is the active effect of Randuin's Omen, Hextech Gunblade and Bilgewater Cutlass, which stacks with other slowing items normally because they are considered champion abilities for slow stacking purposes.

I actually didn't know that. Good to know.
