So their penalty is two champion bans instead of three? That's a pretty relaxed penalty.

Penalties:
Given GGU's previous infractions, the LCS has issued a one-ban penalty on GGU's next game (NA LCS Week 10, Day 3, TSM vs. GGU). Both teams were notified at the time of the decision. Further infractions will result in increased penalties, evaluated on a case-by-case basis, as set forth in Section 10.5.

It's not a dumb rule. A game pause is exactly that... a PAUSE. The game state is frozen in place, and you and your knowledge of the map and enemy champs are both part of the game state. Discussing the game with your team during that pause is changing your current knowledge, which effecting alters the game state.

Look at it like stopping time for everyone else at the poker table while you walk around and look at their cards.

that's a little bit of an extreme example because you don't get to walk over to the other team's PCs and check out what's going on...

I think that the rule is there because if one team is having technical issues and they pause, then they are going to be working out that issue instead of having time to strategize.

It's not that extreme an example at all. If your teammate saw something you haven't, the information they give you during the pause (that they probably should have told you before the pause) might change the way you react. And as far as that goes, what if the reason they hadn't said it was because they hadn't thought of it yet? That pause gives you time to think about what you already know and you might realize something about 2-3 signs you'd seen earlier and hadn't had the chance to really acknowledge while you were in the game.
