True Damage arguably isn't as good as %HP damage. That and season 3 kinda screwed her ever especially with the nerfs she got long long ago.

She hasn't been nerfed recently, it's just items builds have changed. More health is being build this season than last season so Ahri isn't as effective. Last season magic resist was more common so Ahri was more useful with true damage poke.

From my understanding its not so much that she was nerfed (she may have been not sure) but more that the defense items people are looking at have more health opposed to resistance. Ahri came out at a time where armor and magic resistance were much more highly valued compared to health than now, so the true damage on her q was amazing. Now where higher health pools are more common the true damage isn't nearly as impressive when compared to other ap carries. It might also have to do, and this one is purely a guess that could be completely wrong, that she has trouble against the ad assassins like kha zix or zed that have become popular mid choices.

I find she doesn't apply her damage fast enough.

She's fine. I find myself building more tanky AP Ahri nowadays with an emphasis on disrupting the enemy team with with slows via Rylai's while still dealing relevant damage to even their tanks via Liandry. Also, usually have a Athene's for the MR and it has 20% cooldown so her spells aren't too long.

all the reasons given are stretches for no reason

she's just not played commonly because of the ebb and flow of flavor of the month

she's still a fantastic AP mid.

She's still really good, just not quite as effective this season.

Scaling true damage is totally awesome, but with magic resist being less valuable than HP, true damage in general becomes less valuable (in some sense).

Still has the best CC in the world.
