Don't you just make sure the creeps doing hit your tower by body blocking, and just last hitting? If their wave gets to your tower, it starts to push towards their lane usually.

There are two ways that come to mind.

Last hit until your opponent hopefully out-pushes you and tank the wave at your desired freeze location until your wave shows up.

Push really hard clearing the whole wave until your wave pushes under their turret, the accelerated speed at which the turret kills your wave will cause his wave to progress farther down your lane, allowing you to tank the wave and freeze it when they eventually get to where you want to freeze it.

You can also body-block siege minions to make them take a slightly longer time to reach combat, so the enemy siege minion will push harder than yours.
