I can almost assure you it is a firewall issue, which tends to happen because previous exceptions/permissions are null and void when the update is written to a new folder. (repairing doesn't do anything to help in these cases)
If you want to get technical, it's seemingly an issue that only really effects firewalls with outbound protection such as windows defender, Kapersky, or Zonealarm.
I would recommend disabling any firewall before attempting to patch and then making new exceptions/granting new permissions afterwards. --- Common sense seems to be more uncommon.
