There's a difference between hesitating and waiting for the right moment to strike. With that said yes hesitating is always a bad thing.

You could be hesitating in a warded area and opening yourself up to a counter gank. Hesitation also creates sloppyness.

Dont just wait and say nothing, tell your laner to bait them.

But really if you dont see any good opportunities to gank, just farm and watch for a counter-gank opportunity
