Nerf on tear

So what's the nerf on tear? Is it gonna make Ryze not as powerful? and who else possibly

I can't remember exactly what the current iteration on the PBE is, but there was a slight stacking speed change on Tear and Manamune, I think it worked out overall to be a bit of a nerf. Archangel's Staff still stacks quickly. So a bit more incentive to upgrade Tear to AA faster on Ryze, but I don't know if that nerf is even still planned.

The more significant change is that mana-free transformations like Jayce and Nidalee R will no longer stack Tear.

Yeah, there were several iterations of changes, like +3 mana instead of +4, max 2 stacks every 8 seconds, then max 2 stacks every 6 seconds, so we'll have to wait to see exactly what it ends up as

Meh, essentially you get at most 2 charges per 8 seconds instead of 1 every 3 seconds, and the current value/charge rate of tear is being kept for Dominion and ARAM.
(they have their own map-specific versions, thats why there were so many variants)

I mean you get +1 more mana per charge, but it's essentially lowering the charge rate by 30%.

apparently the way the item is described and the way it stacks are different,

you can stack it twice in the 3 seconds, but not more
