his gate CD nerf isn't too noticeable throughout laning, or at least until level 9 and beyond after you've maxed q. his poking power in teamfights is hugely diminished, however. I feel like cd boots will be core on him because 16 sec cd is just a bit ridiculous.
the tear change is what really hit him though. you can still get a muramana fairly quickly if you rush manamune immediately after tear, but it stacks significantly slower now. you probably wont have your muramana until the ~20 minute mark.
there was also a small nerf where BC only stacks once per autoattack, so muramana's bonus damage no longer applies a stack. no more 5 stacks of BC within one round of hyper charge.
overall, nerfs are pretty noticeable. his mid-game power spike got hit the hardest, as he won't have a <20 minute muramana + the ability to q+e for half a squishy's health from halfway across the map.
I hope the nerfs finally put him in line. Had a Jayce the other day roam and died as FB, still went around and roamed and cleared waves like crazy with his insane mobility and combo and did insane amounts of damage. --- http://i.imgur.com/1zMRJYg.jpg
I'm not too sure what this means, but it looks like they're changing it so his q now gradually increases in speed after passing through his gate instead of instantly reaching max speed, and they're increasing the maximum range by 300. --- LoL IGN: Nipples
