Buying property and rival gang members

Does buying property decrease the number of rival gang members in that area?

Yes. Property has its own "gang zone" around it that will turn purple when purchased, preventing enemy gangs from spawning in that section of the map (and causing Saints to spawn).

Yeah. It's a neat idea at first, but once you clear out districts and see a lack of gang members to start random fights with, it gets quite dull.

I recommend making a second save file that doesn't purchase any of that stuff so you can keep gang members spawning in.

Even if you buy everything, you still have the gang turf governed by activities and gang ops. The shops only remove some of it, not all.

If you get bored, you can also wait for a survival mission. You'll get phone calls as long as you are on foot.
