Yeah, that's definitely Tokio.
His weapons are gears with clocks on them... it's gotta be Tokio, or a someone directly related to him.

You can clearly see the gears on the box, and the obscured white bit looks like a clock.

That is a good point...
Perhaps they went away, somehow, or aren't visible because of the hood/the shadow of the hood, if it is Tokio.
