1) You can go to the BoS whenever you want no prerequisites whatsoever. I don't know what those people are talking about.
2) The unique Gauss Rifle is wicked easy to find. As long as you do not have the wild wasteland trait, if you go all the way to the north as far as the game will let you and follow the wall starting from the western most point going east, you will find a band of mercenaries eventually, one of them is wearing goofy futuristic armor and carrying the YCS 186 Unique Gauss Rifle. Loot his freshly made corpse ftw.

There's a possibility that you could access the bunker prior to what led me to them: I am EXTREMELY coonfused as to what I should do on the Vegas strip (listen to Yes Man, continue to do ncr quests, etc.) I keep reporting back to Yes Man, not knowing what outcome it'll have on me and the story. Anyway, he tells you to talk to the BoS, lleading you to the Hidden Valley bunker. That's how I found them.the Paladins are carrying Gauss rifles.
