I got the note of the tips of how to do it, but I'm still stuck. Any strategies or help?

I know the note says run from building to building in the NW, but I made it using a different way. Wait out the bombardment at the first NW building and then run to the cliff face. Follow the cliff face all the way to the fence and then walk the fence to the gate. You should be ok, worked for me.

it took me awhile to figure it out to this is how i did it you go up the road where u get the note from the black guy and if u keep on goin you will see about 50 feet from u a house thats been destroyed but there is still a bit of a roof on it then u waitt there till the artillery stops and u move again to another building with a roof directly across from u then u go there do the sam thing then u jump the concrete fence and there is another building do the same thing then make a run for the meta fence they will stop shooting once u get close to the fence then u go to the main gate and there u are ... ps take about 5 stimpaks incase ur limbs get damaged or a doctors bag

I ran along the left side of the rock wall to the gate and didn't get hit once, aside from the shock of the bomb hitting the ground.

I think there's some train tracks toward the right that lead to the main gate. Lots of overhanging rock to hide behind. That's the way I took, didn't get hit once.
