Help me cap my max FPS please

Hello everyone, I just got the D3D9.dll fix and the game works wonderfully now, however the FPS values fluctuate between 30 and 60FPS.

The average is 40-50FPS but sometimes the game stutters a bit and it is really annoying in the long run, so I came here to ask you all...

Do you know of a way to cap the game FPS? I want to run it at fixed 30 or 40FPS and not just at whatever it wants to run. I put vSync on and it runs at 60 maxFPS at the moment, how do I lower it? An external application is ok too, I just can't find any. I tried using the FPS_Limiter.exe 0.2 that was released for Oblivion and the likes but it refuses to work with Fallout New Vegas.

iFPSclamp=30

enter that while in game (press ~ to enable the console) and it will lock your fps at 30.

It isn't working, it says "Script not found" or something like that... I tried
iFPSClamp = 30
iFPSclamp = 30
iFPSclam=30
iFPSClamp=30

I forgot as to whether or not you need to add / before or after the command to get it working in game. If you look in your fallout.ini, the command is there and is set to 0. You can manually change it in the ini if you want to.
